Collection Management Officer

Markon is seeking a Collection Management Officer (CMO) to support an Intelligence Community client in McLean, Virginia. As a member of the program team, the CMO will help drive intelligence collection from a strategic and programmatic perspective while establishing best practices for disseminating information derived from internal collection activities. This position will support the full lifecycle of collection operations, from identifying operational interests and developing collection requirements through evaluating, disseminating, and reporting intelligence.

Perform the full range of case management and desk responsibilities in support of collection operations.
• Evaluate intelligence for completeness, validity, relevance, quality, and sensitivity.
• Identify targets of operational interest and support the development of collection strategies.
• Develop and write intelligence collection requirements.
• Guide the collection and dissemination of intelligence information.
• Support the identification of targets of interest and provide tailored collection guidance.
• Support operational activities associated with the assigned portfolio.
• Respond to and initiate communications with other offices in support of collection and operational requirements.
• Provide collection and operational guidance to internal and external stakeholders.
• Conduct reviews and develop talking points, requirements, and other mission-related documentation.
• Prepare MOCs and MOFAs in support of operational activities.
• Prepare spot reports, administrative plans, and related documentation.
• Analyze information and research results to support collection requirements and operational decision-making.
• Develop and maintain positive working relationships with key intelligence consumers and stakeholders.
• Collaborate across teams and offices to support effective collection and dissemination activities.
• Help educate and mentor new officers on collection processes, practices, and mission requirements.

Required:

• Must possess a current and active TS/SCI clearance with Polygraph to be considered.
• Minimum of 7 years of experience related to the responsibilities of the position.
• Demonstrated understanding of the Collection Management Officer role within the intelligence collection cycle.
• Bachelor's degree or higher; relevant experience may be substituted for the educational requirement.
• Familiarity with the customer's messaging system.
• Ability to analyze data and research results.
• Ability to work independently and as part of a collaborative team.
• Excellent interpersonal skills.
• Strong writing and verbal communication skills.
• Willingness and ability to help educate new officers.
• Excellent organizational skills and the ability to address complex issues.

• Customer CMO certification is strongly preferred.
