Contract Manager

The Contract Manager (CM) is responsible for administering and coordinating the bid process for the acquisition of goods by Federal, State and local government (both single purchase and term contracts) and negotiating commercial contracts. This includes organizing the team (which includes two administrators); implementing a structured process for bid retrieval and submittal; analyzing and monitoring the results of the government bidding process for successful bid outcomes and modifying the process when necessary to achieve more winning bids. CM monitors the bidding functions to ensure 100% compliance with all federal and state laws, regulatory requirements and company policy. The CM is responsible for managing, administering and coordinating the bid process for the acquisition of goods by ISS's and commercial customers that support government accounts. CM coordinates the review of commercial customer terms and conditions. The CM has two people reporting to him/her; the Contract Administrator (with ISS responsibility) and the Contract Administrator (with bid-board responsibility).

• Recruit, train, develop, evaluate and manage a team of contract administrators.
• Leverages Portal Dynamics resources (e.g., FedBizOpps, State bid boards, etc.) to identify and qualify new business opportunities.
• Performs cost/benefit analysis for the government bidding services to determine which mix of services provides the best number of opportunities to bit on government products and contracts.
• Coordinates bid/no-bid analysis and recommendations (including pricing recommendations); identifies proposal team roles and responsibilities; works with government business team to develop strategies and cost proposals. This includes coordinating efforts with other departments (Customer Service, Marketing, Finance, Logistics and Legal).
• Acts as an advisor regarding contractual issues and government regulations to managers and sales representatives in the government business team, I&G team, all field members that have government accounts and the Home Office staff.
• Responsible for the comprehensive administration of the Company's current and future GSA partnerships and contracts with State and Local Governments including required reports, fee submittals and contract updates or changes.
• Responsible for the comprehensive administration and communication of the company's current ISS program.
• Responsible for reviewing all proposals and drafting, negotiating and administering all contracts with legal team. This includes Federal, State and Local Government, contracts with vendors who support the government, and commercial contract review, negotiation and bidding.
• Exhibits at all times the highest standards of ethical and legal conduct.

• Bachelor's degree or equivalent experience, desired
• 1-2 years managerial / leadership experience, required
• In-depth knowledge of government procurement processes/procedures, required
• Demonstrated ability to lead change, adapt to a fast paced, dynamic environment
• Ability to gather appropriate information and analyst it to develop and implement effective strategies
• Excellent problem-solving & decision-making skills
• Strong interpersonal and written communication skills
• Understanding of Hilti products and the current Hilti customer software (SAP)
• Up to 10% (domestic/international) travel, required

• Walking construction projects according to the jobsite safety regulations
• Occasionally lifting up to 65 pounds of Hilti product to store / transport
